This has been attempted and issues documented in this issue - https://github.com/istio/istio/issues/24401
It had been expected to be possible with reference to the Blog - https://istio.io/blog/2018/soft-multitenancy/
But its really not been possible to do this.
Any guidelines to make this work in Istio 1.6.1 would be greatly appreciated.
