How do multi-cluster Istio deployments know which Gateway to use for east-west traffic?

For the Istio multi-primary deployment (Istio / Install Multi-Primary on different networks) how does Istio know to use the east-west Gateway for cross-cluster traffic?

Is there a proposal in Google Drive or a GH link that’d provide more details?
