If a node terminates ungracefully, sidecars route to bad pods

I filed a bug on GitHub, but so far it has been ignored. https://github.com/istio/istio/issues/28865

Has anyone else experienced this bug? Is there any known workaround? Is it fixed in the later versions of istio?
