Istio 1.0.6 requires a pilot restart for any service deployment

I have setup Istio 1.0.6 using istio-demo.yaml and Service dns resolution fails when a service is intalled new or restarted. DNS resolution will work fine when we restart Istio-Pilot.

I didnt find this issue in 1.0.5
