Istio in GKE error apply ExAuthz

Error from server: error when creating “deployment/istio-ex-authz.yaml”: admission webhook “pilot.validation.istio.io” denied the request: configuration is invalid: Envoy filter: unknown message type “envoy.extensions.filters.http.ext_authz.v2.ExtAuthz”

i am using feature istio from GKE but cannot apply extauthz, is i am needed to install manually ?
