Gateway CRD must be in the same namespace as in the gateway controller?

In the 1.1 doc, it says:

In other words, the Gateway resource must reside in the same namespace as the gateway workload.

But this is not the case of what I’ve found in all the 1.1 RCs. And I will assume this will be big breaking change because if somebody upgrade from the past, all the configurations to the gateway controller will be gone.

Can someone please confirm this issue?

which doc is this? Its a recommendation, not a requirement

The words here are ambiguous. From my understanding, gateway workload == ingressgateway-controller.
