The PR replaces our current Traffic management concept with an updated, restructured, and rewritten concept.
This is a first step towards making our existing conceptual content easier to find, understand, and expand.

If you think there are missing pieces or want to request related content be added, please file an issue for us to tackle it as part of a future effort.
Our goal is to publish this concept as part of the Istio 1.2 release.
