Planning to Upgrade Istio from 14.5 to 1.8.5

my istio had been provisioned via terraform now i am planning to upgrade 1.4.5 to 1.8.5 but getting 403 errors while accessing backend service via API gw URL(Internal load balancer and VPC lik)
