Istioctl not installing workloadgroups.networking.istio.io CRD

I have tried out default and demo profiles but this workloadgroups.networking.istio.io CRD not installing. Because of this missing CRD we are facing kiali tracing not working getting below error in container log

istioctl version
client version: 1.7.4
control plane version: 1.7.4
data plane version: 1.7.4 (1 proxies)
AKS: 1.20.9

Please let me know if you have any other questions, Some help would be appreciated
