On Windows unable to get kiali dashboard working, although kiali is installed successfully

not sure if I missed something but not able to get the dashboard.

Someony please suggest if some config is missing

How are you trying to access the application? and how are you running it ?

when I run this istioctl dashboard kiali, I get the below error

Error: not able to locate Kiali pod: Get “http://localhost:8080/api/v1/namespaces/istio-system/pods?labelSelector=app%3Dkiali”: dial tcp [::1]:8080: connectex: No connection could be made because the target machine actively refused it.
